Historically, an automobile junkyard and a railroad easement existed on the subject site, which are considered Recognized Environmental Conditions (RECs) by the Massachusetts Department of Environmental Protection. In addition, junk is strewn throughout the wetlands that border the developable land. The Developer retained McPhail Associates, Inc. to further study the site's history and provide recommendations for cleanup. During McPhail's site reconnaissance, several cans of paint, tires, automobile batteries, and 55-gallon drums of various chemicals were observed and minor staining was noted on the soil below abandoned vehicles. A subsurface investigation and chemical analysis of the soils was conducted on the site due to the historical presence of the junkyard and re-grading of the site due to land use. Additional environmental testing is necessary to determine the scope of potential contamination. The Village will remove the junk from the wetlands and clean up any environmental contamination to DEP standards.
